Maryland Gov. Larry Hogan (R) is asking the Justice Department to sue his own state in a last-ditch effort to thwart Democrats from engaging in egregious gerrymandering of his state’s congressional districts. What is the background?

The Justice Department filed a lawsuit against Texas on Dec. 6, alleging the state’s congressional redistricting plans disenfranchise certain voters in the Lone Star State.

“The complaint we filed today alleges that Texas has violated Section 2 by creating redistricting plans that deny or abridge the rights of Latino and Black voters to vote on account of their race, color or membership in a language minority group,” Attorney General Merrick Garland said.
